Middleweight bouts are contested with a limit of 160. Anything less and you're trying to give the opponent an unfair disadvantage, this is exactly what Pacquiao did when he defended his welterweight belt against Cotto at 145. The whole point of offering the 155 CW was to put GGG at a big disadvantage.

No. 160 is middleweight. You can theoretically fight for the title at a catchweight, but its widely considered a ***** move that the a-side usually stipulates to weaken the other fighter.
