They are ordered by the sanctioning body. The fighter who is named as mandatory can obviously choose whether to accept mandatory status or not. I think that’s what Porter means cause he will have to choose between going the WBC or WBO route.

So it wasn't up to Shawn Porter to "activate" his mandatory title shot against Crawford?

Not unless the WBO have ordered it.

But now he has been moved out of the #1 spot by the WBO.

And some posters are claiming that this was because he didn't activate the mandatory.

Maybe he declined the mandatory position but nothing has been reported as far as I know. To my knowledge he was ranked #1 but was never named mandatory by the WBO.

Who knows with these ABC orgs, they pretty much make it up as they go a long.

Well you'd have to show interest in the fight. And that's not guaranteed.

WBC ordered Fury a couple of times. He just said no.

Orgs can't really order anyone to do anything. And you certainly can't order two people to fight each other. All they can do is hold championships and rankings over them.

Section 6 (C) of the WBO rules: “A classified boxer may request recognition as Mandatory Challenger in writing to the WBO on a form which contain substantially the provisions of the Application for Designation as Mandatory Contender contained on the WBO web site.”

I linked to the application Shawn Porter didn’t fill out. It only required a signature.
