There's no way Mayweather is #1 P4P after 2 years of inactivity and a win over the #2 P4P. Also his quality of opposition the last couple years before his retirement was questionable to say the least. If Cotto beats Pacquiao he deserves to be #1, specially when you consider he's a huge underdog and has fought everyone.
