The limits were the same as they are now - there were just no Jnr or Super divisions. So Lightweight was 135, Welter 147, etc.

Cotto is happy to fight at catchweight, and his fans are happy if he's happy. He just doesn't think, on principle, that a world title should be on the line if a lower limit than the Welterweight limit is specified in the contract because that would be a bull**** title. And many neutrals agree with him, and some Pacquiao fans agree with him - it's not just Cotto fans.

IMO he's making a stand for the integrity of boxing as a sport, and should be applauded for doing so by anyone who loves boxing.

If Pacquiao wants to fight for the title he can't expect to fight for it any less than 147. Having this a title fight is very significant for Pacquiao so Cotto's playing these negotiations well. I hope he vacates it if they don't agree on going up an extra couple of pounds.

he signed at catchweight but no title. so there is already something that it is not included in the contract

If he came in at 147 having signed to fight at 145 max, he'd keep the title but would have to pay a big penalty to Pacquiao, under the terms of the contract.

At the time of Henry Armstrong where the weigh-in is at the day of the fight, this Paquiao vs Cotto match will be between a welterweight and a middleweight.

Roach wants the title on the line and the WBO wants that big sanctioning fee, so basically Roach and the WBO are forcing cotto to vacate is title
