      Anyone below 147 can legitimately be a Welterweight champion and can fight in Welterweight title fights. If you disagree then you're trying to rewrite history as well as the rules of the sanctioning bodies.

      If a fighter below 140lb has proved that he can beat Welterweights and if he is campaigning at Welterweight, then he can be considered a Welterweight, just as Henry Armstrong was considered a Welterweight while weighing less than 140lb.
