You have to Remember that Cotto said it himself that he is willing to fight Pac at 145. So both fighters agreed to fight at a certain weight inside at a certain weight division. Meaning its by division rules.

Bold statement: That weight is clearly a weight in the WW div limits.
But again the Title Cotto has and had most of them he weight at 146.5 to 147 a weight he feels comfortable to make.

for me it should be:

Title fight: Cotto has the option to make 147 if he wants to.
Non-Title fight: The weight Limit is shortened by his opponent to 141 to 145
