A fighter in a weight div. has the option to weight 141 to 147. in this case WW div. But if that option is removed from him then is not by the div rules.

You have to Remember that Cotto said it himself that he is willing to fight Pac at 145. So both fighters agreed to fight at a certain weight inside at a certain weight division. Meaning its by division rules.
