    If Mayweather beat the best in his own division (presumably Mosley but a case can be made for Cotto with the Marg scandal), then moved down to 140 and beat Manny (now arguably the best in that division), I'd give him credit for it.

          If Pac beats Cotto and PBF wins against JMM, it just resets controversy because Pac also officially won over-all against JMM, aside from winning against Cotto (if that happens). Therefore, PBF still has to win against Pacquiao to be #1.
