The super featherweight and light welterweight divisions did exist during Armstrong's times though. Armstrong beat the recognized champions in those weight divisions although in non-title bouts.

Pacquiao was the WBC and lineal champ at 112 (FLYWEIGHT) and soon to be the welterweight champ. Pac will be the first fighter in Boxing history to win 7 championships in 7 different weight divisions. That enough is a major accomplishment.

Toybulldog fought max schmelling who was around 25 pounds heavier, those fighters of those eras weren't protected by wily promoters of nowadays.

You also gotta consider they fought at those weights, not balooned up 10-15 pounds for the fight.

Also consider gloves, rules ,etc. It was a very different world of boxing back then. I'm not saying Pac is Armstrong's equal in any shape or form but comparing legends that fought 60+ years ago to modern fighters is like comparing apples and oranges.
