Pacquiao-Cotto Being Pushed By WBO as Title Bout

Francisco "Paco" Valcárcel, president of the WBO, is attempting to get the proposed bout, between Manny Pacquiao and Miguel Cotto, approved as a welterweight title fight. Paco has asked the WBO's board to place Pacquiao in the number one position for the bout with Cotto, the current WBO champion, and sanction it as a title fight - if the two sides finalize the November 14 showdown at the MGM Grand in Las Vegas. IBF title? i doubt that they can fight to defend a title plus go for another vacated one. If they can then hell they should do it, that shoulda been Cotto's title anyway.

I think thats what he means...

That if it wasn't for the IBF Cotto would have had that belt.

I think this "welterweight" title should only be on the line if they are fighting at the welterweight weight of 147... I just dont understand that, so if Pacquio wins he's gonna defend the belt at 142-145lbs? FOH Pac
