B-Hop has proven his skill against elite fighters on a broader level.Sugar Ray has also proven his skill at a broader level,so has Sweet Pea,so I would say based on their level of opponents,these 3 proved to have better skill!!

Side note: many people disagree with my general separation of "skills" and "attributes". But I like to argue that Willie Pep are Pernell Whitaker are very skilled. But they didn't have the natural attribute of power.
Maybe the best way for me to put it is that "skills are improvable", and "power is generally not improvable".

Who are the guys you would say are "more skilled" than Floyd?
I ask this because Floyd SENIOR and Roger are very critical of other fighters, and I think they have been spoiled by being so close to Lil Floyd.

So 48O + 27D = 75 total.
That certainly would beat a 40O + 40D = 80, because his chin would be enough to keep him in the fight, and he would be landing more and harder.

roy jones defence is even if not better than floyds, you did'nt jones get a bloody nose or a black eye often, and floyd's defence uses the same principle jones uses, reflexes, wants floyds reflexes are gone he wont be able to shoulder roll **** and he is'nt known for his power so when his reflexes do deplete to a noticable level he's gonna get hammered and not be able to get a majority his opponents off him
