Why does Floyd get the blame for the Cotto fight never happening?

I did read somewhere that Arum wanted him to fight Margarito and Floyd didn't like the money that was offered at that time and turned it down and requested Cotto instead. That's is when supposedly Arum disapproved. No fault of Cotto's.
