would be very hard for a Modern fighter with the number of fighters and amount of avoidance that happens (Not really something you can accuse Pac off to any extent) to break top 10.

Agreed, most top 10 lists don't even include Ray Leonard. If beating ATGs such as Benitez, Duran, Hearns and Hagler doesn't get you into the top 10, then nothing Pacman could achieve would put him there IMO.

Let's say its December 2009:

Manny Pacquiao has won his last 3 fights. Added to his already impressive resume are 2009 wins over Hatton, Mayweather and Cotto.

He is in a press conference announcing his retirement.

With this scenario, in your opinion, is he the Fighter of the Decade?

Yep without a doubt... No one will top this.

If he beats Hatton but doesnt face Floyd or Cotto then Floyd will remain Fighter of the Decade.

he retired in 2007, pac has three years of competition over him. plus he never fought the better comp. how can you say the answer is that simple.

Floyd is no doubt extremely skilled, but rewarding him with FOTD when he retired in his prime with several big challenges out there would, for me, be an example of everything that is wrong with boxing.

Pac has some good wins and if he adds Hatton this year, he will surpass Floyd in my book. He has skills, achievements and the hunger to become great.
