Ali beat Sonny Liston twice, Joe Fraizer twice, Floyd Patterson twice, Ken Norton twice and George Foreman once, forgetting all the other very good fighters he beat. Excluding the losses to Holmes and Burbank, fights that for medical reasons alone he should not have been able to fight, he avenged his every loss and it's arguable that he would have never lost had he not been banned for 3 years. While we're on that, he came back from being banned for 3 years to dominate an extremely strong division, having been forced to change his fighting style because of what the 3 years took from him. That is impressive.
Mayweather has had a great career and he has beaten some very good fighters, but not one of the fighters he has beat compare with Liston, Fraizer or Foreman. There is also the issue that in his time Mayweather didn't fight some of his strongest competition, leaving questions open about his greatness. Ali didn't leave anything to question, because he fought everybody worthy of fighting. I will give one thing to Mayweather though, if we're talking purely textbook, he is a better technical fighter than Ali ever was.
