Barrera was the Ring Magazine Peoples People's Champ and widely regarded as at least top 3-5 pound-for-pound fighter back in 2003. He was the lineal featherweight champ and was the WBC champ before he trashed the belt. So I think Barrera was still in his heyday when he faced Pacquiao.Comment
