I dont think so. And the sad part is, if he beats a washed up Jones and Pacman loses to a man 3 times his size that Calzaghe will be number 1. I personally think top 5 maybe but When Marquez wins impressively against Casamayor I think he'll deserve the number 2 rank

I think Joe deserves the number 2 spot, but I don't think he should go to number 1, even if he beats Roy and Manny loses to Oscar. Pacquiao has beaten 3 genuinely elite p4p fighters in Morales, MAB and JMM of late, that has to override the events of the next few months, regardless of what they may be. For Joe to go to number one he would need to beat a Dawson or a Pavlik and Manny would need to lose to a fighter around his own weight class. That is my take on it anyway.
