Pacquiao is a traditional filipino fighter, it's hard to see bad thing about this guy. On the other hand Oscar is an idol on most filipino fighter because most of his fights are shown/televised contrary to the other guys (trinidad, wright et al.) in the country. Ever since Oscar was winning his fights, most people in the country started to like him as a fighter.

Looking at that photo, wouldn't you say that Manny was almost as tall as Oscar, [who was carefully posed further from the camera] You can also see that Manny's underarm, "hitting muscles are very well developed, particularly the left side. Oscar's arms and shoulders, by comparison, look less developed. Perhaps with his inactivity, he has lost enough muscle, to be able, when he trains away the fat, to make 147 easily enough.

Do you think that the "muscle" department could be camera staged? Inactivity DOES do this, as I personally know very well.
