This is the truth. With two fighters as skilled and talented as these two, and as defensive, it's almost impossible to say. Most will decide by bias, not with an 'educated' opinion.
Very few clean blows would be landed and in fights like that, the judges will probably flip a coin to decide who won the fight on their scorecards...
I'd call it a draw, but Whitaker with his unorthodox, crouching southpaw style would certainly trouble Mayweather quite a lot.
In some cases that style worked against him, as the judges did not appreciate it (see the disgusting decisions against Ramirez/Chavez, and the DLH fight where the scorecards were surprisingly wide in Oscar's favour).Comment

I would lean toward Whitaker for the simple reason that he threw more punches. Pea was as good defensively and as fast. Pernell Whitaker is the better body puncher.
Whitaker has the better Jab.
Ability to fight with they're back against the ropes would be a Tie.

Defense: Altough, Whitaker has been dropped a couple of times, that would be due to his chin. I'd say this is a tie.

He could get knocked down, but I would say it's because of the nature of his unorthodox style. Even Whitaker could not always get away with the things he does.
I remember Whitaker once landed over 500 punches in one of his fights. He does work more, even at higher weights. Mayweather waits for his opportunities to land a counter punch while Whitaker creates them with his jab and feinting.
