    Here it is in black and white and if Cotto had a five minute time out there is a very good chance he would have made it through that round and possible the fight. If a point was taken away and he had another good round in the 12th he could have won or had a split decision.

    7. HITTING AN OPPONENT WHILE HE IS DOWN

    This is a serious harmful foul that usually occurs when an opponent is already hurt. The Referee should be aware that most times this blow comes as part of a combination of blows. Nevertheless, it is still a foul and should be immediately addressed as it may call for a deduction of points or disqualification.

    In this situation the Referee will immediately call “Time!” and signal to the Timekeeper to start the clock for (5) five minutes. The Referee will then notify the Supervisor and Commission Table that a foul has occurred and what he intends to do.

    Suitable hand signal: With your index finger point to the ground and strike an open hand with your fist.
    Mr. "Im fair but Im firm" knows this regulation well...

    On a serious note; although it probably would not have changed the outcome, the punch was clearly after the KD. Hell, Margarito tried to do it again on the second KD. Cotto should have been given a 5 minute rest for that, and a warning or point deduction to Margarito.

    It was unsportsmanlike conduct. Cotto was down and Margarito had not even begun to throw the punch, it was clearly an illegal blow.

    And not to take anything away from Margarito, but his fans bitched so much about Cotto's low blows.... meanwhile, Margarito dished out numerous viscious low blows.

      Kenny Bayless is a good ref. I personally think he should have gave Cotto more time because of Margarito hitting him while he was down. Maybe even warn Margarito. If it was Joe Cortez..Cotto would have won the fight.

        Some refs will DQ you like Joe Cortez.. I've seen it happen in other times when nothing happens.
        It depends on the ref I guess.

          Cotto was done. No amount of time would have won him the fight. He just suffered TWO knockdowns, and was behind on points and had no will left to fight. Was he suddenly going to KO Tony? Ummm.....no.

          That being said the ref COULD have deducted a point or given him time or DQed Tony.

          But it's better that he didn't. Cotto was already done.

              Pacquiao hit Marquez when he was down and didn't get disqualified.. and people say he is a class guy he clearly saw Marquez was on the floor.

                I agree with this, but it wasnt even addressed which allows fighters to feel empowered to break a regulation as significant as this. It should have been addressed, but it would not have made a difference.

                    I agree with that too. It could have been addressed, but on the up side it saved Cotto more punishment. I think he could have been seriously hurt.

                    I also don't think Tony did it on purpose. He just punches so ****ing slow, that it took an hour for the punch to come to Cotto. Plus it was part of a combo.

                    As to my understanding of the rules, intent is what establishes a DQ. Lack of intent should simply be a point off or time to recover.

                      jmm was hanging on to the rope he caught the rope and was not fully on the ground and pac was basically like hey no cheating and saw he was holding the ropes and hit him so he would let go.
                      Margarito hit cotto when he was already on a knee and even pulled back and chose the right hand instead of the left to do the job.
