Haye has been Knocked down by Jean Mormeck and was beaten silly by Carl Thompson, he will be suprised the first time he takes a Klitschko right hand. The move from cruiserweight to heavyweight is a considerable step up.

Champions move up all the time and get shots.

Mayweather, Hatton, Calzaghe and Oscar just to name a few.

I dont see any problem with the undisputed cruiserweight champion doing this. Especialy when he's already fought 4 times at HW and walks around at 220.
