i'd say Floyd, because when he had his #1 spot, you just couldn't see anyone beating him or being better than him

Pacquiao's a great, great fighter aswell obviously, but he just doesn't seem as unbeatable to me

Being a representative of number #1 P4P status means that in alot of ways, you're a representative of the sport. Floyd was a self proclaimed 'bad guy'.. ****, he himself didn't care how he represented the sport. Manny Pacquiao is a much better representative of the #1 P4P status.

Pac-man represents what the sport is about, Floyd wanted money.

Pac because he doesn't duck anybody and he doesn't retire in his prime. Not even close.

Mayweather was the worst "P4P" representative EVER!

Pac without doubt. Fights the best, humble, and a true compliment to the sport.

              Manny Pacquiao.

Exciting to watch and highly skilled, he's willing to fight the best. He's also a good sport and a gentleman outside the ring. The American media should pay more attention to him.

Manny Pacquiao has far more class in every way than Floyd Mayweather.

Pac represents what a P4P is all about, fighting and beating the best in different weight classes. Mayweather fought in different weight classes but he looked for the easy route
