No he wasn't. Mayweather wasn't fighting on the inside until the tenth round when Hatton had already hit the canvas. Mayweather was throwing a punch, holding on and waiting for Cortez to separate them and then warn Hatton.
That's bull****, Floyd hit Hatton on the back of the head in almost identical circumstances to the incident that cost Hatton a point earlier in the fight.
The ref helped keep the fight out of Hatton's range and Hatton was softened up as a result.
Floyd was throwing one punch and then holding onto Hatton. Cortez was then breaking them up and warning Hatton. This was repeated over and over. If Cortez allowed them to punch out Hatton would have had a better chance to make an impact.

Hatton attempted to hit Mayeather in the back of the head while Floyd tried no such thing.
The ref didn't knock Hatton out.
Floyd smothered Hatton and didn't allow him to throw.The only thing the ref could of done is separate them as neither of them could throw any punches.
