If you have two guys with a disparity in reach and you don't let the shorter guy get close then you're having an impact on the fight. If both fighters are using illegal tactics but you only warn one of them you're having an impact on the fight. Cortez may not have cost Hatton the Mayweather fight but he did make what seemed to be a concerted effort to remove all doubt as to the decision. And in this fight as well he seemed to be making an effort to ensure that the "right" fighter won.
