Why is the undercard of the Pacquiao v. Diaz fight loaded with Mexican boxers? And not Fillipinos?

If Pacquiao is such a cash cow, they should be targeting the Fillipino audience who makes up for the most ppv sales right? Not the Mexicans who arn't the majority of fans who buy ppv right?

Mexicans being the majority who buy ppv does not equate to mexican fighters who fight in the ppvs making big paydays. All it equates to is Bob Arum or delahoya getting even more ****** rich
