To my knowledge, there was never an offer for Cotto to fight Mayweather... if it happened, I'll admit that I didnt know about it...
And still nobody has been able to provide the documentation that clearly states that Floyd offered Cotto a shot.

Floyd wanted to fight cotto, and cotto's camp turned it down and arum himself said he needed more time. It's been mentioned before on hbo when cotto was fighting...but let me guess you want the youtube video to that too to believe it. Did you also know hatton and shane mosely turned down a floyd fight?
