I stated that Cotto was never offered a fight with Mayweather, and that is the case...
To my knowledge Cotto has NEVER been offered a chance to fight with floyd which has never allowed him or his promoter (which also happened to be Mayweathers promoter at the time ) to decline the offer. SO what you are saying just doesnt make sense.
