Usually past their prime fighters have better accomplishments than prime fighters who haven't achieved as much.

De La Hoya is probably a better fighter, but when it comes to picking which fight to take at the lightweight division for Pacquiao, he choose the paper champion instead of the undisputed. Mayweather did the same (but probably no up to the same level) by choosing Oscar instead of Cory Spinks, who I thought was considered the closest thing to "the man" at 154. He was ranked #1 by The Ring anyway.
