No doubt Cotto had power but he also had huge weaknesses at the weight, and I think Hatton could have weathered the punches for long enough to wear down Cotto and take him late on. Basically Cotto is a slow starter and at 140 was prone to taking rounds off. By the time Cotto found his rhythm Hatton would have four or five good rounds under his belt and would be showing no signs of slowing.
At 147 I don't think Hatton could necessarily hurt Cotto in the same way and so his good early work would be essentially meaningless. And because Cotto takes fewer rounds off at welterweight Hatton would be unlikely to win a decision on activity.
