            Is Cotto a great fighter right now? Not very good or deserving of a shot but great.

              Floyd fought the top guys at 130 and 135, respect given. Floyd did not fight the top guys at 140, respect taken. He did not fight the top guys at 147 respect taken. He did not fight the top guys at 154 respect taken.
              If he fought Hatton or Cotto at 140, he would've settled the argument for that division. Yes he fought Hatton but at 147. If he fought Tony or Cotto at 147 he would've established himself as the division's top dog instead he fought relevant but undeserving fighters at the time in Zab and Baldomir and Sharmba for Christ Sake.

                Margarito? Is he considered a great fighter?

                Vargas fought the best, does that mean he is one of the best?

                      He hsould fight Cotto because Cotto is considered the best in the division just like fought Castillo at 135 twice on top of it.
