Witter has the WBC title that Mayweather vacated after beating Gatti. Rees has the WBA title that Hatton vacated to fight Collazo and Malignaggi has the IBF title that Hatton vacated to fight Castillo. Ricardo Torres has the belt that Cotto vacated to move up to Welter.
Kostya Tszyu held the WBC, WBA and IBF belts concurrently after beating Zab Judah and Sharmba Mitchell (after picking up a vacant WBC belt). He was stripped by the WBC and WBA for political reasons (apparently the WBC frowns upon fighters taking time off unless their name is Floyd Mayweather or Vitali Klitschko, then it's probably OK) but still held the IBF belt and was unbeaten before he faced Hatton therefore Hatton is the linear champ.
It's hard to be "undisputed" as in holding all or most of the big four belts, because the rankings vary so much between the different sanctioning bodies. One body's champion is not another's mandatory, hence Hatton gets stripped of the IBF belt for fighting Castillo instead of fighting N'Dou.
