        Thats not really true...people just have it made up in their minds that Roy faught Glen Kelly caliber fighter in every fight. While he did fight some bad competition(and I agree there are guys he should have faught that he didn't), he also faught some good competition such as...

        -Clinton Woods
        -Eric Harding
        -David Telesco
        -Reggie Johnson
        -Lou Del Valle
        -Virgil Hill
        -Montell Griffin
        -Mike McCallum
        -Eric Lucas
        -Merqui Sosa
        -Thulani Malinga
        -Vinny Pazienza

        These guys are not bums, not in my opinion. Not the greatest fighters alive but not bums either. And you know what say what you will about John Ruiz, considering Roy Jones started his career as 154 pound fighter, its pretty amazing that he beat a heavyweight title holder. Ruiz was younger, bigger, stronger and had a longer reach. Many going into the fight thought Roy would get knocked out, they said hes too small. But then after Jones dominated it was well Ruiz ******. Just like how many picked Trinidad to beat Hopkins, then when Hopkins won Trinidad was just a blown up welterweight.

          At this point, I'd give the slight edge to Roy, just because he was at the top longer.

          If Floyd continues to fight and remain on top, then I'd say Mayweather.

                    If he faught Lewis at heavyweight he would have been murdered, possibly literally. I think its important to note that there were some fighters that Roy was willing to fight that didn't want to fight him. Frank Liles was offered a fight with Roy and declined it. Also Nigel Benn was offered a deal to fight Roy and turned it down, atleast according to this video.
