What Mayweather did in his career was consistently beat top fighters. He consistently beat guys ranked in the Top 5 from 1998-2015.

You could, but shouldn't. Were there a lot of guys in those boxer's careers that they should've fought, but didn't? And Whitaker should've got the decision against Chavez, you know that. It IS something he could've done by fighting Pacquiao sooner. His resume isn't as good as other ATGs and that's the point. The best possible opponent in their prime. For him, that would've been Pacquiao in 2010.
