Hostak had lost to Steele in a non title bout 2 months before Armstrong-Garcia. I'm sure that knocked his position as champion down. Also, in The Ring's annual ranking for the end of 1939 (Feb 1940) Garcia is rated number one with the title vacant. I'm really not sure how to figure this all out with a little more research.

although armstrong's achievement is great, alphabet soup existed even then. for example, ceferino garcia was only nysac champion when he fought armstrong for the last time. it wasn't an official defense either. nba champ was al hostak and he was considered greater. there were ibu/ebu champions too.
armstrong's 3 championships were completely legit though.Comment

you mean hostak lost to tony zale. there's no way for us to know who was better between garcia and hostak. that's why i said henry wouldn't be an undisputed champ at middleweight if he won. it wouldn't be the same as beating ross and ambers.
