Like when someone asks you if someone is a legend or all-time great. You just know. Some names get in because of name value, because they were exciting or because they were an athlete that played on great teams, like certain linemen on Super Bowl winning NFL teams or Yankee players that didn't have the stats, but have the World Series rings. Doesn't make it right though. Kinda like hot Gatti got in. He was an exciting blood and guts warrior and had recently died. So he was a sentimental pick.
    I get what you are writing, unfortunately it can't work that way (and thats with all hall of fames).

    You have to end up setting a standard of what gets in and what doesn't. The problem is, there will always end up being fighters that end up being right near that standard, and they will be the maybe or might crew. No matter what your criteria is, there will be those who are clearly above it, and those who are closer to it, and then they become the maybe or might group.

    You can say only the legends or all time greats, but then there will be a debate about that and some will be a borderline case. Heck, you can say we will only let in the best boxer ever, and you will have debates of who it is, which would lead to maybe and might.

    It happens in all HOFs, and boxing may be the most difficult because you don't have a slew of standardized stats, you don't have all combatants performing in the same league, and you have various weight classes further dividing participants.
