I think it all depends on which Khan we're talking about.
If it's the on point Khan who brings his A game then yes he's top 5 and most guys would struggle against him.
If it's not A game Khan then a lot of guys can trouble him.
The end of Ring as a credible, believable boxing magazine ended when Oscar the promoter purchased the magazine so he could use it as a tool to do his bidding.

If Khan can stay focused for 12 rounds, then he can win. However, he struggles to do that against orthodox fighters.
The fight will likely be at a catchweight too, so that will benefit Brook more than it does Khan.
Khan needs to be bullied by Brook for Brook to win. If Brook does his usual 1-2, Khan will win. Will be interesting to see if Brook changes up. Always fun to see a boxer having to work out of his usual style to get the W. This fight si a 50-50 like Hatton says, anybody claiming anything else is nut riding.
