Yep - even daily testing wouldn't stop everything, as there are almost surely designer drugs that are out of your system in hours. But they're really, really expensive. But USADA testing is the best we have.

That 14 day window that he can take PEDs will not help him against Mayweather. The synthetic component of EPO (what shows up in tests) is only detectable for a few days after it is used. The effects of the drug (enhanced red blood cell counts) last for weeks. Trying to test and infer a positive from high red blood cell counts alone is tricky business, as 1. it requires a good baseline, and 2. physical exertion (such as in a boxing match) lowers red blood cell counts (this is what causes exercise-induced anemia).
