They have been known to visit people and warn them about their behaviour, even though they did nothing illegal. But the worse thing about NCIs is that a person can have a NCI on their record without even knowing about it. You can't be prosecuted for it, because you haven't broken the law, but having a NCI on your record can prevent you from getting certain jobs or holding positions of public trust.
