Pacquiao didn't only have speed he had power and a good chin and was more accurate and more intelligent in the ring.

The whole "prime is 28-32" thing is so subjective, some fighters are FINISHED by then, some aren't getting started.

Pacquiao was actually an intelligent fighter with great defence although he did have some bad habits.
Most importantly he was excellent at pacing himself later on in his career so he wouldn't gas.

This. 40 year old Pac's opponents just weren't able to handle the slower version Pac and it made him still look fast. Young Pac was like, watching his punches in slow motion looked "fast". He dropped plenty just because they couldn't see where the hell the punch came from.
On that note, Amir had a moment of speed shown but he lost it quickly. I believe Kell's ability to time him just made him more hesitant to go crazy throwing and he slowed down a tad to be more calculated which didn't help him either. Listen, you can't even put Amir and Pac's name in the same sentence. They're so far apart, it's not even funny.

How come Pacquiao despite suffering a bad ko was able to be fast at age 40 while most guys like Khan lose their speed at 32-33?
Tbh, mate, I'm guessing a large portion of this is down to lifestyle. I mean, Pac must have suffered some speed/reflex decline, but he appears to live the life of a boxer. Wladimir and Vitali still train now, so same for them.
Khan and Brook either degenerate or blow up between fights; in Khan's case, his gap was almost a 4 year interim.
You see it in other sports. In soccer (football for me) it was noticeable who was dedicated to the craft, performing as they could into their late 30s, and who was eating ice cream near constantly, such as Wayne Rooney, who admitted as such, and became shit aged 30.
