Quality of fighters has gone to sh.it over these years, probably the reason why there hasn't been a lineal champ at 130 since Pac vacated.

Loma’s been dropped before by somebody nowhere near Pacquiao power.
Loma might be box technically at first but once Pacquiao gets used to his punches, he goes in for the kill Tasmanian devil style and slaughters Loma. KO/TKO by round 6 or 7.
Pac's strength would be too much for Lom, adding that strength to his speed, and his own angles would net him a decision with Lom taking some punishment throughout the fight.
In terms of speed, footwork, and angles they are similarly matched, though I would give an edge to Pacquiao.
In terms of power, remember that Pacquiao was knocking guys down at welterweight, whereas Loma seems already maxed out where is currently is.
So because Pac has moderate edge in speed, footwork, and angles as well as a sharp edge in power, I'd say Pac vs Loma at 130 is heavily Pac-favored. Which is not to take anything away from Loma, who is a prodigy in his own right; it's just that Pac is a freak of nature.

Obviously both one off fighters neither could find adequate sparring partners for. Manny had bukos rivals to test his mettle whereas Loma near no one to test him.
We could see this yet, both already at their limits, so it could never answer the hypothetical.
Manny's left hand under 135lbs was impossible to see unless you watch in slow motion. I can't see Loma getting out of the way of it. It's put just about everyone down 140lbs and below.
