Andy Ruiz had just recently signed with the PBC earlier this year in 2019. Before then he was a Top Rank fighter.
However, by then Wilder was in negotiations with Tyson Fury for a rematch. When that fell through, then Deontay Wilder was forced by the WBC to defend against his mandatory challenger Dominic Breazeale.
Meanwhile, Andy Ruiz had a fight with Anthony Joshua a month later and now a subsequent rematch clause in December. So there was no opportunity for those two to be pitched against each other.
However, if Ruiz defeats Joshua again I can guarantee you that will see Wilder vs Ruiz next.

Wilder`s resume is full of euro level guys (Duhaupas, Szpilka), old washed up guys ( Stiverne 2x, Ortiz 2x). He fought Fury only because he thought Fury was done. Fury looked bad against Pianeta and Seferi and Wilder thought it was just an easy target to get a well known name on resume. Now he fights Ortiz again instead of Kownacki for example.
