IBF has a rehydration rules for all title bouts. If you want to call people weight bullies, do the same with other career campers like Kovalev, and mister 154 to 168 too. The IBF waved that rule for unification fights after the Jacobs/GGG incident. But yes, each of his IBF defenses has been fought under that rule. A fighter COULD hydrate more after that same day weigh in, but I'd find it hard to believe anyone would want drink/eat a bunch of shyt or sit on a bed getting an IV for hours the day OF the fight.
