This isn't new with the WBC created brand new rules and exceptions so a champ doesn't have to fight a mandatory. Remember what they did with Floyd? They let Floyd hold BOTH the WBC 147 and WBC 154 titles at the same time while he never defended either against a mandatory. Floyd basically went almost a 8 year stretch in his career without fighting a single mandatory for any belt org. He picked his opponents and either retired for a year or 2 to not face them or dumped the belts or both the WBA and WBC refused to order one. But the WBC took it one step further allowing a man to hold both their belts not defending either the 147 or 154 version against a mandatory. Then to avoid stripping him of the 154 belt when he was fighting strictly at 147 and not defending the 154 belt they did the most unthinkable. They sanctioned Floyd's rematch with Maidana to include the WBC 154 championship. Why is this crazy? Because not only was Floyd holding this 154lb belt hostage by not fighting at that weight and his first fight with Maidana and the immediate rematch were scheduled fights at the 147lb limit. How can a belt for 154 be on the line in a welterweight fight? lol Had Maidana won that rematch he would of been the Jr Middleweight champ of the world having NEVER fought his entire career above welterweight limit LMAO
Floyd NEVER fought a WBC mandatory or was even ordered one for any weight class despite holding WBC belts from 2011 until 2015. Canelo has held the WBC belt for exactly 9 months and they created this stupid Franchise Champ status freeing him up to do what they did with Floyd which is give him a lifetime pass to fight whoever he wants without the burden of a mandatory lol

No they did worse refusing to even issue a mandatory giving him a pass to fight whoever he wanted. Not to mention breaking their own rules that state a fighter who moves up or down has 1 year to defend the belt and tell the WBC which belt he wants to keep. Instead the WBC let Floyd hold both the WBC 147 and WBC 154 belts hostage simulalantiously not defending either against a mandatory. Hell they made the Maidana rematch sanctioned for the WBC 154 belt even when that fight and the first Maidana fight were contracted at the welterweight limit. That's illegal by their own damn rules. Do you know how trash both of their careers would look like if they only fought their mandatories and top ranked fighters that whatever corrupt belt org they had at the time was dictating? Guys that mostly were not universally considered a top 10 Middleweight. And before Floyd, Oscar was the biggest star in boxing and you have to go back to the 90's when he last fought a mandatory. He fought the entire 2000's until he retired in 2008 without fighting a single mandatory. You can't tell a Canelo, Floyd or Oscar who are the face of the sport worth massive network deals and already fighting top guys in huge events ok now go fight this guy who is outside your network deal, rip up your contract and go to a purse bid to face a guy who the public isn't even demanding you fight sacrificing tens of millions.
Who is the last cash cow in boxing that continued facing mandatories? Not Canelo, Not Floyd, Not Oscar, Not Mike Tyson, Not Sugar Ray Leonard...all these guys went like a decade in their careers without fighting mandatories. Yeah it’s not anything new. Floyd would have vacated the belt just like Canelo did if they had tried to put a deadline on him. They made Manny pacquiao the mandatory at one point for Floyd’s WBC belt to try to make the May Pac fight and Floyd said a belt doesn’t mean **** to him. WBC never tried to enforce it after that.
