At any given time, Arum and Warren typically control 90% of the WBO titles above 115 pounds. You don't think they're going to do everything possible to gain control of the WBO heavyweight title?
It's very very difficult to keep three belts unified, Joshua, win or lose, isn't going to hold three titles long term. So Arum and Warren are preparing Fury in the ratings to get the belt when Joshua likely gives it up.

Not too long ago people were saying "Fury's done", but he comes back brilliantly, and SHOULD have the WBC belt around his waist, and has negotiated his way into a decent TV deal. Good for him.
