Yes, he does. It’s easy to examine the fights and put them into context (Mosley was old, Lara won) but you can do that with every fighter ever. I will say Pacquiao’s is better but the whole “prime” thing excludes him for obvious reasons. But another thing that’s important to point out is how early his career started and how early he stepped up. And props to him for that. Canelo is now looked at as a vet, but he’s younger than Spence who is “young doe”.

without doing all of the BS nitpicking which I'm sure is going on (judges, ages, weight BS) yes, 100% Canelo has the best active resume in boxing. Only one close is Manny.

I’d say he’s beaten Canelo (I’m not one of those people that just accepts Whitaker-Chavez as a draw or Pintor over Zarate for example because they are official) and Jacobs but the rest isn’t that good. He’s got a better resume than Spence or Davis for example. Davis and Spence? Davis has accomplished at 23 what took GGG 36 (two legit belts won in the ring and comparable opposition faced). Spence is also relatively young and is one of the most talked about in boxing. He has a whole division pussified and everyone scared. Davis will fuck up Loma soon. Watch and learn.
