Massive budget on FOX. Massive budget on Showtime. Most of Arum's fights are hidden on ESPN+, where they're seen by next to nobody. Arum has a few WBO champions, while Haymon has a massive army of WBC/WBA/IBF champions.

Well, Arum is 86 now. Not sure what kind of longevity he has left. He's the clear #2 right now. His biggest advantage was the number of homes ESPN is in, but that is trounced by FOX. So I'm betting on PBC for sure.

It's a bizarre era of boxing when fans are more concerned with promoters and networks than they are with fights and fighters.
Promoters (or managers in the case of Haymon) and networks control the fights and the fighters. What fights you get to see are largely determined by who is signed with who. The fights you want to see that you don't get to see don't happen because of who is signed with who. This is why fans care.
Who cares under whom they fight, as long as they fight.
Because if they don't fight under the right whom, the fight won't happen.
Imagine if the NBA and ABA never merged and you had LeBron in the NBA and Steph Curry in the ABA. Rightly, fans would be rooting for the ABA to go out of business so they could finally see LeBron and Curry against each other.
