From Stiverne's perspective, why should he have to keep waiting for a rematch when there hasn't been a mandatory defense in over two years and he was ready, willing and able to face Povetkin until Povetkin was caught cheating again?

Nice read. I do understand that but at times the sanctioning bodies do leave the #1 mando vacant until they sort the mess up. Sometimes in order for them to collect sanction fees they will rate the fighters.
I think he should get it out of the way same with AJ who has to take care of Pulev and Ortiz as his IBF and WBA Mandatory's while Wilder takes care of Stiverne and he should unify with Parker if possible before their Mega Showdown

This is a pretty good description of what happened. I can't argue with anything. This is kind of the same scenario how the WBO made Hughie Fury their mandatory. Similar circumstances with the guys rated ahead of him. He was the #5 before Haye fought Bellew, Klitschko fought Joshua & the #1 & 2 fought for the vacant WBO belt when Tyson Fury vacated. The #1 spot just fell to Hughie...

Ortiz has already been making noises about taking the WBA to court if needs be to ensure he gets his shot, even if the WBA have stated they're likely to give AJ a voluntary. Potentially Haymon could get him to step aside for Wilder but it's unlikely he'll go for it.
Joshua v Fury is a much, much bigger fight than Joshua v Wilder and does huge numbers in the UK. Of course this depends on Fury having a boxing license and not being 300 pounds.
On top of all that, it also looks like Parker wants nothing to do with Wilder and just wants to cash out against AJ so that's another potential fight to get in the way. Likelihood is whoever gets Bellew will get Joshua first out of Wilder and Parker.
I'd reckon Wilder v Joshua would happen sooner if it was for all the belts, but Parkers team don't appear to want to risk losing out on a major payday against Joshua to go for that. Only way that's going to change is if Haymon throws a lot of money towards Parker safe in the knowledge that he'll make even more against Joshua if it's for the undisputed heavyweight title. But that'll only happen if Haymon has complete faith that Wilder will blow Parker away.

But why aren't you blaming Joseph Parker for not stepping up and unifying with Deontay? He just fought and is free to face whoever he wants at the moment.

As they say in Hollywood "once a star always a threat." However the 17 month layoff plus being 41 years of age takes his toll. AJ should have lost that fight 2 to 3 times. Even early in the fight when AJ was winning Wlad was backing him up. The fight was more about what Wlad wasn't doing more than what AJ was doing. And I wasn't that impressed with AJ's performance although the fight was epic.
Wilder has two choices, fight Stiverne as his mandatory, or unify with one of the other champions. It doesn't sound like Parker wants it, and Joshua it sounds like will be fighting Pulev.
No one wants to see him vs Stiverne again, but that is up to the WBC to decide, not Wilder.
