The "new" deadline, huh. What happened to the last one? And why does it matter really? Canelo will do what Canelo wants to do. GGG can force the belt, but he can't force the fight which is what he and every fan wants to see. I really can't see it happening this year, not with Canelo eyeing the Pacquiao-Bradley winner (I know, I know). I hate to say this but a part of me wants Khan to win so I can witness the f*ckery that ensues.

unless canelo agrees to 157/158+ then they should push to have him stripped as soon as possible. he will inevitably outgrow 155 soon, so either he will be forced to fight golovkin on golovkin's turf or will get himself beaten by some random welter due to being drained. jacobs and saunders should be the top targets for GGG and K2 now

What contractual duties have the WBC not upheld? They've presented GGG with the opportunity to negotiate a fight with the champion and every single time he's agreed to delay the fight. They should be more concerned about Heiland suing because he hasn't gotten his opportunity to fight for an eliminator.
Yeah, fair enough. If GGG and Canelo are actually negotiating with the intention to fight, then that's fine. Considering Canelo is fighting Khan, I don't see September happening - in which case the WBC should uphold their rules (no CW in a mando, the pre-decided split) and go to purse bid, or strip Canelo. They should, for example, as the governing body, say "if you haven't decided on a weight or split (by, say May 22nd), we're going to take it to purse bid at 160 at 65 - 35, and if you don't like it, we'll strip you."
The pressure is on Canelo. If GGG wants to consent to a 157-158 CW then that's fine but being the mandatory he doesn't have to bend.
I'm more interested in seeing the WBC actually taking action and stripping Canelo if he doesn't come off of his 155lb weight enforcement for MW opponents.

As there's an agreement, the WBC are screwed. Essentially, an agreement in legal terms is a contract. There are offers with subsequent conditions, or offers with precedential conditions. For example if I say 'I will give you my umbrella if it rains tomorrow', that is a verbal contract, legally, with a condition precedent. On the other hand 'so long as it rains, I will lend you my umbrella' is a condition subsequent.
The WBC, Hoya and Loeffler have agreed to an interim bout before continuing negotiation for a September mandatory fight. This is a condition precedent ('I will fight you if we have an interim fight'), if this is in writing, it becomes even more difficult to avoid the contractual duties required to avoid a breach of contract.
The WBC were last sued in 1997 by Rocchiagiani for refusing to uphold their contract. The court found in the plaintiff's favour for $31 million. This bankrupted the WBC who had to negotiate an out of court settlement. As of 2007, they were still struggling to pay the plaintiff $1.2 million annually.
The WBC should be scared of legal action if they continue to shirk their contractual duties of allowing the mandatory opponent a shot against the champ. That's literally the point of governing bodies. The moment they fail to uphold their rules, they can be (and should be) sued.
I imagine that either this fight will happen, or Canelo vacates. If he vacates, he'll be remembered as a duck, and probably have to face GGG anyway when he moves up in a year or two. If the fight happens, the WBCs own rules specify a 65-35 split (plus an extra 10 for other belts held, so 55-45), and that forced CWs aren't allowed. If the WBC don't uphold those rules, they can be sued, but there's nothing stopping the parties from negotiating this higher, lower, or adding CWs - the other party just need not accept.

That's what I'm hoping for. Canelo won't go over 155. GGG won't go lower than 160. They need to at least try to meet halfway.
If GGG gets the belt, Canelo just moves back down to JMW or keeps fighting catchweight fights at 155. GGG continues to fight no names and mandatories, while Canelo continues fighting Welterweights.
This fight needs to happen.
