The IBF welterweight champion takes on British rival Frankie Gavin at the O2 Arena on May 30.
Brook, 29, is then set to face former champion Brandon Rios in a summer show in England that would put him on the radar in the US.
Pacquiao's promoter Bob Arum of Top Rank also looks after Rios and revealed he is in negotiations with Eddie Hearn.

Why would Brook, or Hearn for that matter, consider such a move? His last three fights have all been main event broadcasts on Showtime, Matchroom Sport is doing a lot of big business with PBC (Direll-Degale, Kameda-McDonnell, Jack-Groves, etc), and Showtime and Matchroom Sport are starting to establish a relationship beyond just one fighter (Anthony Joshua is most definitely in the pipeline to be a star).
You add that the biggest money fight for Brook is still Khan-Brook in Wembley, and that Pacquiao is a severely diminished star, who just got whooped (while still likely commanding his absurd $20m guarantee), and the move makes no sense at all.

Why would Arum be negotiating a fight that cannot take place for at least a year, since Pacquaio is supposedly having surgery on his shoulder? Even if Pac recovered really fast from the surgery, it would still be at least nine months before he could fight again. Why negotiate a fight nine months out when anything could happen in that nine month period?
The answer is simple, my friends. There is nothing wrong with Pacquaio's shoulder!

Arum does what's best for Arum. In-house fights make Arum the most money because he takes a share of the entire pot not just a share of 25% of the pot, he also has the winner on his books. Pacquiao is going to get fed to Crawford after fighting a couple of weaker opposition. That will help Crawford become a name and make Arum more money in the long run.

Not for Arum there isn't. Pacquiao won't be even getting 25% of the split and the fight won't break 2 mil.
I think it would break 2 million. I think it would get like 2.5. And 25% of that along with a chance to redeem yourself is a more desirable thing to Many than any other fight.
I think that's still probably way more money for Manny than any other fight out there.
