No, he did not refuse testing as Pac eventually agreed to everything. From day 1, Pac was willing to submit any drug testing immediately after the fight. Floyd tried to make his own rules and made unprecedented demands expecting people to bend over backwards for him. If Ariza is a steroid trainer, why did Mayweather hire him? Key word is 'eventually'. Lol. H refused when it actually mattered - during negotiations.
