Leonard beat a 62-2 Hagler, who hadn't lost a fight in over a decade and is generally considered among the top 3 greatest at 160 and a top 20/30 ATG.
Doesn't matter how many times Pac had to rematch guys that he couldn't beat the first time, it doesn't come close to that. They were all at, or still very near, their primes and all are greater fighters than the bunch Pac beat, lost to, and got knocked out by.
The first Barrera fight was a great win, and the Marquez fights, if you consider any of them to really be proper wins, are also great, barring the third which was just a straight up clear loss for Pac.
The Morales fights? Morales was coming off a series of losses, and the most embarrassing, one sided loss of his career going in against Pac after beating him. Apart from the Pac fight, Morales lost about 5 or 6 fights in a row and was going into the second Pac fight with only one win years and he would go on to lose every fight after that for years too. He was done.
Boxing history has always favored heavier weight divisions. Welterweight seems to be the starting point to be even considered great.
With that said...Hagler, Hearns, and Duran in my opinion equals out to the troika of Marquez, Morales, and Barrera.
Since Pac's career was more than just his Featherweight campaign, clearly he has the better resume than SRL.

My vote actually goes for Pac.
Out of the fab 4 Leonard has the weakest resume in my opinion. Yeah, he's the only guy to beat the other 3 of the fab 4, but let's not forget his antics. Waiting out Hagler and rushing Duran back into the ring after their first fight really takes a lot out of those wins in my opinion.
Take into account the amount these guys fought too. Pacquiao is 55-5-2 and Leonard is only 36-3-1. Leonard only consistently fought for 7 years from 1977 to 1984. Pacquiao has fought continuously coming up on 20 years.
Leonard was the ducker and dodger of the fab 4 era. Pacquiao takes all comers.
